What would you do.....?

Heres a curly one.

About two months I bought an item from a fellow in the US. It went cheaply, perhaps too cheaply, and because of its size I requested he send it by surface mail.

I've been very patient, but the item hasn't arrived so I emailed him and asked when he thought it might get here. Today I got his response - he received it back 3 days ago!

He claims the address was correct and that he had to pay more than expected for postage and was therefore out of pocket already. He has now offered me half my payment back as he says it's not worth paying postage yet again.

I don't believe he's "coming the raw prawn" (as they say in this country), he sounds straight enough, but in his position I would feel duty-bound to refund in full. On the other hand, he hasn't said why the post office returned it to him, and that would be indicated on the parcel.

The money isn't worth making an issue out of, it's just the principle of the thing.

Any ideas?
