It sounds like eBay may have enabled 2 Factor Authentication on your eBay account. If you are encountering this as you log in to eBay to generate the link between accounts, that is the most likely cause.
You can check and disable this in your eBay account after logging in:

Click on Account settings, upper left hand corner under your name> left hand blue menu select personal information> scroll down to the bottom of the screen to turn off 2 step verification

Please note that the link between accounts must be renewed at least once every 18 months.
