The displayed bid is NOT the high bidders maximum. It's only enough of that amount to stay in the lead until someone else bids over the amount he is willing to pay.

ramushke placed a bid for 0.99 in line 1

ktown bid (let's say) $13... the amount to be in the lead jumped to 1.04 in line 2

10 minutes later, they reconsidered and decided to up that amount to (let's say) $17. in line 3

line 4 is a snipe for 11.50 and it now required $12 of ktown's $17 max to stay in the lead.

Get it now?
