Why, when accessing "Community," don't we have all the same tabs that are available when we're in other areas of AS?

For example, while here in forums, I have these tabs at top of page:
Home, Sign-up, Community, Features, Help, My Snipes

While in other areas of AS, I have these tabs at top of page:
Home, Community, Help, Wins, Searches, My Watches, My Snipes

When I'm in/on "Community" pages, I often wish to access other areas....

Is there a reason for this?
