SHOULD NON-PAYING BIDDERS be allowed to leave negative feedback?

I have had a few NPB (non-payinge bidders) and it really sucks. The process for a NPB form is too lengthy and wastes the seller's time. As sellers, we usually do not leave negative feedback since the NPB can also do the same; When in actuality it is their own fault. So my questions are:

(1)-Should NPB's be allowed to leave negative feedbacks?
(2)-Does anyone have any suggestions on what can be done?
