Janie, yes it could be a shill tatic, but, this is very hard to prove. There are several email sites that can be used with no more verification than a name and address...which could or could not be correct!And, I might add, Ebay really isn't interested in stopping a shill unless they are forced to do so! So, the best advise is to shy away and bid elsewhere if this is what you suspect is going on.
