A little late with an answer, but AS ONLY adds on time if the traffic is very heavy when it tests it. I mean, heavier than normal! How much is only a guess on our part as is when they add and when they don't, so, it is best to set your snipe time so it is not too short when it falls on the hour, half, quarter, or other known busy times.
