I hate to rain on your parade, but all such questions ought to be raised before starting to bid, rather than after; even more so if the vendor has a chequered history of this sort of thing. If 'twere me, I would have just have walked away; the same if no decent photos were available.
However, it is too late for that now. If the item is as described, then there is not really any redress, so eBay and PayPal are not going to be at all interested.
As R2 says, the best you can do is try to negotiate politely with the vendor (sans textspeak - it irritates most folk!
) and if they do not want to play, so be it - put it down to experience.
