PayPal problems?

Has anyone here ever had problems contacting PayPal's customer service? I have sent several e-mail messages and never received a response.

I am trying to add another card, but the
"activate account" box where the add-a-credit-card option is supposed to be does not contain it. I am a verified PayPal member.

Any suggestions as to how I should proceed? I have no idea how to contact them.
