Xenophobia, perhaps. All I know is that I have to itemize contents on one of two USPS forms (which one is determined by overall package size), fill in my name and address as well as the buyer's name and address, specify a value, etc. to send something to Germany. I don't have to do all that extra work sending something to North Dakota.

It's strictly one-way xenophobia in my case; I buy things from the UK, Canada, and Australia frequently.
