Non-US Bidder Profiles Confidential?

As some of you know, I make it a point to look at the bidding records of persons I might be sniping against. Yesterday I tried to look up the record of a German national and was informed that German bidding records are kept confidential, something I didn't know. Are any other nations' bidder records held confidential as well?
