Newbie question about jow to choose max bidding amount

So, would it be safe or a good strategy for winning at the most I'm willing to pay for an item)to make my auctionsniper maxium bid the HIGHEST possible price I would actully be willing to pay or opossbily 1 cent or maybe even up to a dollar more, so I would have the bwst odds of getting it at my desired price or less?
