NOW, I did find this in the eBay’s help text for the country that uses $ sign:
Reserve price fees
Reserve price         Fee
$0.01 - $199.99     $2.00
$200.00 and up     1.0% of reserve price (up to $50.00)
Since ebay lists a fee based on a reserve price of anything below $200 (notice the $ sign), it would appear that a reserve can be less than $50.
