Remember, it is not just the lead time that wins.
It is the person that bid the highest. Sounds like the bids you lost were to someone that had bid a higher max amount. If that is the case, they would have won even if your bid was a second later. It is the higest bid that wins. The idea of the AS is to prevent a creeping up of the price to too high a price.
