I think that junk mailers are responsible for this. Had they not sent me thier crap, I would have seen the envelope and that would have trigged my memory to go down and mail them.


My experience in Washington is that people tend to be forgiving ... especially when the delay was in such a short time frame. If they do contact you with a penalty assesment you can always call them, talk to a manager and try to beg your way out of it ... humor helps in this situation!
