Had you already won a preset quantity by using that folder? Bid group folders become inactive forever once they've served their initial purpose. If you set up a folder to bid until you've won two items, you can never use that folder to bid on a third item. You have to set up a new group bid folder and transfer the unbid-upon auctions to that.
