If you are getting outbid after a snipe was placed at 7 seconds, you can be sure that a snipe that late was a planned snipe, to be put in, whether you bid or not. So the real problem here is not the timing of snipes under 7 seconds, but the fact that others in the closing seconds are bidding more than you are.
