I think the clue here is in the glaring spelling mistake at the beginning - I can't see eBay starting a letter by saying "CONGRATULATION" rather than "CONGRATULATIONS"!
Bad grammar and spelling seems to be a very good way of identifying spam and scam mails - you would think the scammers would have checked that sort of thing.
