In Seattle we've gone through a few water shortages so most restaurants don't automatically bring it - and a lot of servers don't bring water because it doesn't generate revenue (for them or for the restaurant). I've found that if you get to the table quickly and bring the beverage ordered immediately people will be pretty happy I never plop the bill on the table when people are eating unless they've told me they're in a hurry, or if it's lunch (and then I always tell them they're more than welcome to order something else - I'm just trying to make sure they can get back to work on time). The thing I don't like is when I'm given the bill and then it takes a half hour for the server to come by to collect!
