Update: I just won an item with AS, without the verification holdup, but with the fol changes:

1. I upped my bid lead time to 11s.

2. I logged into eBay with my acct within 15 mins. of auction end.

3. I interacted with links on the listing up until hammer time.

Not sure what made the difference.
