I sometimes do that to 'test the water' in the market for a particular item which may have 4 or 5 auctions worldwide. I'll put a low bid on to see if I can get other bidders to come out of the woodwork and protect the item they want by bidding higher, or conversely note that no-one is bidding on that item.

Of course, you can't tell if there are snipers!

Debatable how useful this technique is (I suspect not very if you have discovered sniping) but I have felt in the past that I have discovered information about competitors for that item (i.e. what they're interested in and what they're willing to pay).
