Warm or Cold Booting the machine will not help.

Passwords are encoded and kept in the Windows operating system, but the way ebay knows that you are logged in with the "remember me" command is stored where internet explorer keeps its cache.

XP Professional (I think XP Domestic is similar) keeps cookies under Documents & Settings>Owners name>Cookies. This is what is flushed by the Clear Cookies command. It is completely unaffected by re-booting.

I still think clearing all other users cookie files is also a help in tracking down why this is happening. As a last resort try another browser - download Opera and see if you have the same problem. I am certain you have a browser/password rather than an operating system/password problem

Another tip I found was not to use the "remember me" command on the ebay sign in page as this has also locked me out when the computer resumed.
