AS adjusts (pads) the seconds when it senses that more time is needed to get the snipe placed at the requested lead-time (kind of like leading the target). It does this based on the current traffic at ebay. Don’t know how they do this, and don’t know what they consider “current traffic” (30 seconds before auction end? 1 minute before auction end? 5 minutes before auction end?).
