Does AS offer a refund for bids on fraudulent auctions or non-shipment of item?

Hiya,
Yes unless things have changed, AS does credit your wasted snipe if the deal goes wonky.

You need to go through the ebay procedure first though, like leave Negative Feedback etc. Once you have left the Negative, file a support case listing the item number via the help tab up the top.

I can't leave a feedback because Ebay "Not a Registered User" the seller. I suspect that Ebay NARU the seller because of many fraud complaints. I already left a complaint w/ Ebay also.

So how do I get AS to credit me back the $?

Just file a support case and tell them why you can't leave feedback with the auction #. You can do that from the help page at the very bottom.
